When you have to create a planet, do you do it all before you drop sentient beings out, or do you create as the sentient creatures expand?

In the former case, you can allow the creatures to be developed (or evolved) to the point needed to survive. In the latter, you can have more time to create the character and make the world oppose the character, not the other way around.

Also, do you create characters before or during a story? Characters created before waste less time during the actual writing, but those created during can react to a given situation much easier and in the way you want.

Every one has a religion. these are born of fear and necessity in all cultures. A culture without a god is not a culture, but a monstrosity. Gods should be created prudently and complexly. Gods are not just something to believe in, but people, too. A god without personality is not a god, but a flimsy piece of paper.

All people have adversaries. Does one's enemy need to be planned before he is first mentioned, or does an enemy need to by built step-by-step as events lead to him.
